Looking through the bug fix lists it seems that this was addressed a couple of times, once in 2018.12.9 which is not available to download at all, and 2018.12.12 which was released in 2020 so I'm not eligible. I'd like to resize 4k footage in a 1080 project, but there seems to be a known bug where this results in a really poor quality resize, so soft it's unusable. I mistakenly assumed that a dongle updated to Dec 19 would allow me to access any future updates to v2018. I let my support lapse at the end of 2019 as I wasn't keen on the new interface.
